Client custom fields + tag catalog

SHIPPED (commit 02afea2, Wave 1 of the market-audit launch scope): staff define firm-level custom fields on clients (typed values, shown on client detail) and manage a shared tag catalog with per-client tag assignment. This is the launch half of market-audit decision #8 — the household↔entity relationship model builds on it post-launch.
