Dark mode toggle

Owner decision 2026-07-04: ship a user-facing dark-mode toggle with persistence. The .dark token block already exists in the design system — work is activating it, the toggle UI + persisted preference, and a full dark-mode QA pass across every screen (both portal and staff surfaces).
